Only lawyers and politicians can come up with names like that. In reading the names, it sounds like all those states were giving $M to Hawaii for something they weren't entitled to. I finally resorted to pasting part of the first line into google to find out WTF you were talking about. https://www.cfda.gov/index?s=program&mode=form&tab=step1&id=3aa4ef9688d55644ca097e393fb331d9&cck=1&au=&ck= It still reads like mud.

The real question is whether Hazard County is getting any of those funds.

But seriously, isn't this exactly the OPPOSITE of how our founding fathers designed our system? Everything should be done on a local level that CAN be, then on a State level, then on Federal. This allows individuals to have their voice heard. We've shifted to the Fed taking the tax money directly from everyone, then feeding it back down thru the system thereby making sure that no one's voice can be heard.

Can anyone explain why the elected representatives from Colorado should be voting/deciding how much money should be sent to Putnam County in Florida? And why the taxpayers in Colorado should be paying money to that county? Because that is EXACTLY the way the system is currently happening.
