It's part of a new travel cost saving policy. At the end of the workday, you get drunk, do something stupid, spend the night in a drunk tank. Saves the hotel costs.
That is the old Charles Street Jail which was built in the 19th century. It was used by the Sheriff of Suffolk County to hold prisoners awaiting trial.
Once the new jail was built the old one became surplus and is now the ironically named Liberty Hotel.
It's a pretty nice place and much of the character of the old jail has been retained on the lower floors.
